How to Set Up a ChatGPT Ad Account in Dubai and Start Advertising?

When businesses in Dubai plan an online advertising campaign, Google Ads and Meta Ads are often among their first choices. ChatGPT Ads introduces another option for reaching people who use AI to research services, compare products and make buying decisions. For businesses across the UAE, this creates an opportunity to tap into a new advertising channel. However, before investing in it, you need to understand how OpenAI's advertising platform works, how to register your business, and how to set up a campaign that serves a clear commercial purpose.

I’m Tony John, founder of SpiderWorks. My career in software development began in 1996, and I established SpiderWorks in 2005. Over the years, my work has covered technology, online business and digital marketing. Paid advertising is now an important part of our services, with our team helping businesses plan campaigns, develop ad creatives, select relevant audiences, improve landing pages and measure results across platforms such as Google and Meta. ChatGPT Ads is a new development worth examining. In this guide, I’ll walk you through the account registration process, business verification, billing, team access and campaign creation. I’ll also discuss practical considerations for companies advertising in Dubai and other parts of the UAE.

How ChatGPT Ads Work?

ChatGPT Ads introduce paid placements into an AI-powered conversation. Rather than responding to a search query alone, the advertising system can consider the subject a person is discussing and the purpose behind their questions. Consider a business owner in Dubai who wants to hire a digital marketing agency. They might ask ChatGPT how to choose an agency, compare SEO services, understand advertising costs and evaluate different providers. These questions reveal more about the person's needs than a single search term might.

The advertising system can use conversational context, the advertisement itself, its destination page and advertiser-provided context hints when determining relevance. Context hints describe the topics or situations in which a product or service could be useful. They are not exact-match keywords, and adding a particular hint does not guarantee that an advertisement will appear. This changes how advertisers should plan their campaigns. Instead of preparing a list of search terms alone, businesses should consider the problems their customers want to solve.

For example, a Dubai property company could focus on people researching off-plan apartments, comparing residential projects or exploring property options near their workplace. A recruitment agency might target relevant contexts involving executive hiring, contract staffing or HR outsourcing. ChatGPT Ads also differ in how they appear within the product. Advertisements are displayed in a clearly labelled sponsored area, separate from ChatGPT's generated response. According to OpenAI, advertisements do not influence the answers ChatGPT provides. For advertisers, the practical question is whether this conversational setting can help them reach people whose questions relate to their products or services.

Can Businesses in Dubai Use ChatGPT Ads?

OpenAI's self-service advertising availability information lists the United Arab Emirates among the supported markets. However, access also depends on the eligibility of the business entity being advertised and billed, not simply the user's physical location. If your company is registered in Dubai, Abu Dhabi, Sharjah or another UAE emirate, check the latest eligibility requirements and registration options in OpenAI Ads Manager before preparing your campaign.

The advertising platform is still developing, so the features, supported locations and account requirements may change. Review the information displayed during registration rather than relying entirely on an older tutorial. It is also worth deciding who will own the advertising account. OpenAI's self-service setup guidance states that the business should create its own advertiser account. An external agency can be invited to work within an existing client account, but agency-created advertiser accounts on behalf of clients are not supported through the self-service registration process described by OpenAI. This distinction matters if your company plans to outsource campaign management to a digital marketing agency.

How to Create a ChatGPT Ad Account?

OpenAI Ads Manager provides the starting point for registering as an advertiser. The setup involves signing in, submitting business information, completing any required verification and configuring billing.

Step 1: Sign in to your OpenAI account. If you do not have one, create an account using your email address or an available sign-in option such as Google or Apple.
Step 2: Enter the requested company and billing information. The original notes say a credit or debit card may be required for billing. The supplied PDF does not contain a screenshot of this screen.
Step 3: Add your website and business information. Enter your company website and the business information requested during setup. The original notes mention that the platform may retrieve a logo from the website, which you can review and change if the interface offers that option.
Step 4: Start advertiser verification. Open the Billing section and look for the business verification notice. Select “Start verification” to begin the process.

Step 5: Choose the Business verification type. When asked how you are advertising, choose “Business” if the account is being used to advertise for a company, then select Continue. Screenshot: Select Business, then Continue.

Step 6: Enter the business name and location. Enter the business name and any “Doing Business As” (DBA) name if applicable. Confirm the country where the business is located, then continue.

Step 7: Complete the business details form. Enter the requested business tax identification number. The screen shown lists PAN, GSTIN, or CIN as examples. Check the website and business industry, add the physical address, and confirm the legal registered address. If the registered address differs from the physical address, update it rather than leaving “Same as physical address” selected.

Step 8: Submit the verification application. Check the information provided and submit your application for verification. The screenshot shows an “Application in review” message and says status updates will appear in organisation settings over the next few days. Wait for the status update in your account.

Step 9: Open the Ads Manager dashboard. After returning to Ads Manager, use the dashboard to access campaign creation and other account tools. The screenshot displays the Ads Manager Overview dashboard, with an option to create your first advertising campaign.

Step 10: Invite team members: Open the team invitation option, enter the colleague’s email address, and choose the appropriate role. The screenshot shows three roles: Admin (full access), Member (can create and manage campaigns), and Viewer (view-only access). The original notes report that Admin invitations produced a system error during their setup, while Member invitations worked.

Step 11: Check the campaign budget before launching. The original notes report a minimum campaign budget of ₹750 for India at the time the account was set up. Treat this as an observation from that setup, not a guaranteed current minimum: confirm the amount shown in your own campaign flow before publishing.

How to Launch Your First ChatGPT Ad Campaign?

After completing account registration, verification and billing, you can begin creating campaigns in Ads Manager. OpenAI organises campaigns into three levels:

  • Campaign: Defines the advertising objective, budget, dates and targeting.
  • Ad group: Organises advertisements around a particular theme or customer need.
  • Ad: Contains the advertising creative and destination page.

Here is how I would approach a first campaign for a business in the UAE.

1. Select a Campaign Objective

Begin by deciding what you want the advertisement to achieve. OpenAI currently offers three main objectives:

  • Views: Uses CPM pricing and focuses on advertising impressions
  • Clicks: Uses CPC pricing and focuses on visits to your website or destination page
  • .Conversions: Optimises delivery towards a supported conversion event, with eligible campaigns using oCPC or oCPM pricing.

The objective should reflect the action you want users to take. A property developer may want visitors to view a project page, while a B2B service provider may want qualified enquiries. Choose the objective that best represents your business goal rather than selecting one solely because its pricing model appears cheaper. Give the campaign a descriptive name. For example, a Dubai-based agency could use a name such as "UAE SEO Lead Generation" to distinguish the campaign in its reporting.

2. Set the Budget and Schedule

Choose a daily budget or a campaign-total budget, depending on the options available in your account. Set the start and end dates based on the campaign's purpose. For a first campaign, I would begin with a controlled test budget. This gives you an opportunity to examine the initial data before committing more money. Keep the seven-day budget averaging rule in mind when reviewing spend. Also consider your sales cycle. A company selling an expensive B2B service may need more time to assess lead quality than an online retailer selling lower-priced products.

3. Choose Your Target Market

Campaign targeting lets you specify the countries where your advertisements should appear, subject to the locations available in Ads Manager.A business serving customers across the UAE may consider targeting the wider country. A company that only provides a service in Dubai should assess whether reaching people elsewhere in the UAE makes commercial sense. The right choice depends on your service area, customer base and ability to respond to inquiries. Check the available targeting options during campaign creation, as location support can vary.

4. Organise Your Ad Groups

Create separate ad groups when you want to address different customer needs or promote different services. For example, a Dubai digital marketing agency could create individual groups for:

  • SEO services

  • Google Ads management

  • Social media advertising

  • AI search visibility

  • E-commerce marketing

Each group should have a clear purpose. This makes it easier to prepare relevant advertising messages and direct visitors to the appropriate landing page. Avoid placing unrelated services in one group simply to keep the campaign structure short. The advertisement should speak to the need that brought the potential customer to the conversation.

5. Write Relevant Content Hints

Context hints help describe the subjects and situations in which your advertisement may be useful. Think about the questions a potential customer might ask before deciding to purchase a product or hire a service provider. A UAE recruitment company, for example, could consider contexts involving:

  • Finding qualified professionals in Dubai

  • Hiring healthcare staff in the UAE

  • Outsourcing HR administration

  • Recruiting senior executives

  • Finding contract staffing services

A real estate company could consider people comparing residential properties, researching off-plan projects or assessing property investment options in Dubai. Write hints as natural descriptions of customer needs rather than long lists of isolated search terms. Keep each hint relevant to the service being promoted. Remember that context hints help the advertising system assess relevance. They do not guarantee that an advertisement will appear during a particular conversation.

6. Prepare the Advertisement and Landing Page

Your advertisement includes the brand identity, title, copy, image and destination URL. The message should explain what you offer and give the user a clear reason to visit the landing page. Pay close attention to the destination. If you advertise SEO services in Dubai, direct visitors to your SEO service page rather than sending every click to your homepage. A property advertisement should lead to the relevant project or property listing. The advertisement and landing page should present consistent information about the product, price, service and offer. For businesses operating in the UAE, truthful advertising is also a legal consideration. Avoid unsupported claims such as "Dubai's No. 1 agency", "guaranteed results" or "guaranteed ROI". Statements about rankings, discounts, prices, certifications and expected results should have a sound basis and comply with the rules applicable to your industry. Before publishing, check that the landing page works correctly on desktop and mobile devices and that users can complete the intended action without unnecessary difficulty.

7. Add Tracking and Review the Campaign

Advertising clicks are only part of the picture. You also need to understand what visitors do after reaching your website.OpenAI supports static tracking parameters, including UTM parameters, on landing-page URLs. You can use these with your analytics platform to identify visits associated with ChatGPT Ads. For example, your tracking information could identify the source as ChatGPT, the medium as paid advertising, and the campaign as your Dubai SEO campaign. For eligible conversion campaigns, OpenAI also offers measurement through its Conversions API and/or JavaScript Pixel, subject to the applicable requirements and supported conversion events. Before launching, review the objective, budget, schedule, target market, ad groups, context hints, creative and destination URLs. Check that the required account and billing steps are complete. After the campaign is submitted and approved, use Ads Manager to review its performance. Available reporting metrics include impressions, clicks, spend, click-through rate (CTR), average cost per click (CPC), average cost per thousand impressions (CPM) and conversions when measurement is configured.

UAE Advertising and Privacy Considerations

A campaign that attracts attention is not necessarily a successful campaign. Businesses must also consider the rules governing their advertisements, customer information and industry. Keep Advertising Claims Truthful. UAE consumer protection rules address misleading advertisements and inaccurate information about products and services. Claims concerning price, quality, discounts, warranties, certifications and other material details deserve particular care. If you advertise a property, recruitment service, financial product or healthcare service, check that your promotional statements are accurate and permitted. Obtain any required approvals before making claims that are subject to industry-specific rules.

Handle Personal Information Responsibly

The UAE's Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data establishes requirements relating to the processing and protection of personal information, subject to the law's scope and applicable exceptions. This may be relevant when your advertising campaign directs visitors to forms, booking pages, newsletter subscriptions, account registrations or other systems that collect personal information. Review your privacy notice, data collection practices and advertising measurement setup against the rules applicable to your business. Collect only the information needed for the stated purpose, and seek appropriate legal advice if your campaign involves complex data processing or cross-border transfers.

Check Requirements for Your Industry

Certain sectors, including healthcare, financial services and real estate, may have additional advertising restrictions or approval requirements. Businesses should also distinguish paid advertising placed through ChatGPT Ads from influencer or social media promotions. The UAE Media Council has an Advertiser Permit framework for certain individuals conducting advertising activities on social media, with specific exemptions. Do not assume that the same requirements apply to every advertising channel or activity. If your campaign involves influencers, creators or personal social media accounts, review the relevant rules separately.

How Much Should You Budget for ChatGPT Ads in Dubai?

There is no universal advertising budget for every Dubai business. The amount you spend should reflect your objective, customer value, target market, competition, conversion rate and sales cycle. OpenAI currently lists AED 65 as the minimum daily campaign budget for accounts using AED as the billing currency. Treat this as a platform requirement rather than a prediction of the results you can achieve. Start by identifying what a useful result means for your company. For a service provider, it might be a qualified enquiry. For an online store, this could be a successfully completed purchase. For a property company, it might be an enquiry that progresses to a viewing or sales discussion. Once the campaign begins delivering, review its costs alongside the quality of the traffic and the actions users take on your website. A high click count alone does not tell you if the campaign is bringing commercially valuable visitors.

Common Mistakes to Avoid When Advertising on ChatGPT

Businesses experimenting with a new advertising channel should watch out for several common problems:

  • Using only traditional keyword thinking: Context hints should describe relevant topics and customer situations, not just repeat search terms.
  • Directing all visitors to the homepage: Send users to the page that best answers the need expressed in the advertisement.
  • Making claims without supporting evidence: Avoid unsubstantiated promises, rankings, discounts and guarantees, particularly in regulated industries.
  • Ignoring conversion tracking: Without suitable measurement, it becomes difficult to tell which campaigns produce useful enquiries or sales.
  • Giving too many people administrative access: Assign permissions according to each person's responsibilities and keep account ownership clear.
  • Making decisions too early: Initial results may not provide enough evidence to judge the campaign. Review the available data alongside your sales cycle and the quality of the leads generated.
